Kathi brings three decades of experience shaping public policy at the state, federal, and local levels.
As Director of Government Affairs, she acts as an interpreter between clients and elected officials, translating complex industry concerns into actionable policy conversations. Her approach is grounded in building relationships, strategic communication, and a deep understanding of the legislative process.
Kathi began her career in the Wisconsin State Capitol, serving as a staffer to two State Representatives. These early roles gave her a strong foundation in legislative procedure and a nuanced perspective on policymaking. She later joined the Wisconsin Restaurant Association, where she lobbied across all levels of government and helped secure key legislative wins, including the September 1st school start date and the removal of gift certificates from the Unclaimed Property Law.
In 2002, Kathi joined Coenen/Swandby Associates, Inc., a government relations and association management firm. She became a shareholder and Vice President in 2006 and assumed full ownership as President in 2017. Over the years, she has been instrumental in advancing major legislative initiatives, including:
- The repeal of the personal property tax
- Modernization of room tax revenue laws
- Statutory changes requiring online marketplaces to collect and remit sales taxes
At Ruder Ware, Kathi provides:
- Lobbying and legislative strategy
- Trade association management
- Policy analysis and advocacy planning
Outside of work, Kathi enjoys exploring the Upper Peninsula of Michigan with her husband and son, always on the lookout for a good pasty and a scenic waterfall. She’s also a fan of Wisconsin Badgers basketball and football, and enjoys antiquing, traveling, and spending time with her bulldog, Chloe.
